The Customs Department and Al-Quds Open University sign a cooperation agreement in the fields of training, scientific research, and community awareness.

The Customs Department and Al-Quds Open University signed a cooperation agreement on Tuesday, October 21, 2025, aimed at enhancing joint work and exchanging expertise and capabilities. This will contribute to community service and development, and provide qualified personnel in various academic disciplines.
The agreement covers the fields of education, training, scientific research, organizing joint events, and implementing community initiatives that respond to community needs and keep pace with developments.
The signing ceremony took place at the university's headquarters in Ramallah and Al-Bireh Governorate. The agreement was signed by the university's president, Prof. Ibrahim Al-Shaer, and the Customs Department's deputy commander, Brigadier General Nidal Abu Saeed, in the presence of several representatives from both sides.
Professor Al-Shaer welcomed the visiting delegation, expressing his happiness at signing this agreement, which falls within the university's vision of openness and integration with state institutions, particularly national agencies that play a pivotal role in protecting the economy and society.
He added, "The agreement reflects shared national and societal values ​​between the two parties and enhances community awareness and institutional integration. We believe that education, training, and scientific research are essential tools for building the state and strengthening its economic sovereignty. From this standpoint, we are keen to establish qualitative partnerships with our national institutions that contribute to developing academic and field competencies, especially those of our students, enabling them to enter the labor market with high skills and competitiveness."
For his part, Brigadier General Nidal Abu Saeed conveyed the greetings of Major General Iyad Barakat, Commander of the Customs Police Department, expressing his appreciation for the cooperation with Al-Quds Open University, praising its academic and national role. Brigadier General Abu Saeed provided an overview of the nature of the Customs Police Department's field work and the efforts it exerts in monitoring and community awareness.
He pointed out that: "The signing of this agreement constitutes an important step towards building a sustainable strategic partnership with the university, contributing to strengthening the Department's awareness and community work, and implementing joint initiatives and research that serve the public interest and promote sustainable development in Palestine."
At the conclusion of the signing ceremony, the Customs Police Department honored the President of Al-Quds Open University, Prof. Dr. Ibrahim Al-Shaer was awarded the Authority's shield in recognition of his national and academic efforts, and his contribution to establishing the principle of partnership between higher education institutions and national agencies to serve the interests of Palestinian society.
